    Conditions for issuing a residence permit in Turkey

    The rules for obtaining an ikamet [a residence permit], are regulated by Turkish Law No. 6458 “On Foreigners and International Protection”.

    There are six types of residence permits:

    • Short
    • Long term
    • Family
    • Student
    • Humanitarian
    • For victims of human trafficking

    A short-term residence permit is issued for a period of one to two years – typically issued to tourists, and foreign citizens engaging in medical tourism.

    A long-term residence permit is permanent, but only foreigners who have lived in Turkey for more than 8 years, as well as refugees, can obtain it. It may be cancelled if a resident leaves the country for a period of more than a year.

    Spouses of Turkish citizens, as well as children and dependent adults, receive family ikamet for up to three years.

    Student residence permit is provided for those receiving primary and secondary education in Turkish schools, as well as undergraduate, graduate, postgraduate students and those studying the Turkish language in special courses. Its validity period usually corresponds to the term of the education.

    The last options (residence permits for humanitarian reasons and victims of human trafficking) are only available for extremely specific reasons. They are issued in emergency situations, when the life of a foreigner is threatened or the individual cannot return to his home country.


    Details of the Turkish residence permit

    An investor residence permit is a type of short-term residence permit. This is the most popular and simplest type of residence permit issued in Turkey.

    Previously, a short-term residence permit could be obtained by renting real estate. But from December 2022, the program for issuing “tourist” ikamets is unofficially suspended. In 2023, the majority of foreigners living in Turkey with residency based on a real estate lease agreement were refused to extend or denied a request for the initial residence permit.

    Important! This “unofficial ban” does not apply to property owners if the property and the terms of the transaction fall under the conditions for obtaining a residence permit.



    Obtaining a residence permit when purchasing real estate

    The process of obtaining a Turkish residence permit based on property ownership is very straight-forward.

    From October 16, 2023, an initial Turkish residence permit is issued when purchasing real estate with a cadastral value of $200,000 or more (at the current exchange rate when converted to lira) in eligible areas.

    The residence permit is issued to the property owner, and the family type of residence permit is issued to the spouse and minor children.

    The owner of the property can obtain a residence permit for up to 2 years with the right to further extension. And after five years of permanent residence in the country, can apply for citizenship. Passing a Turkish language exam is a requirement for obtaining Turkish citizenship this way.

    What documents are needed for submission?

    • Application form for obtaining a residence permit – you first need to obtain an INN – taxpayer number. Forms are filled out and submitted thought the state online system;
    • 4 biometric photographs on a white background;
    • Original and copy of international passport;
    • Valid health insurance;
    • Marriage and birth certificates;
    • Proof of sufficient and sustainable funds for the duration of your stay in the country;
    • Copy of TAPU (certificate of ownership of real estate);
    • Certificate from the Cadastral Office stating that the TAPU is valid.

    Submitting an application

    The application and accompanying documents are submitted by the applicant personally to the Migration Department. A decision on the application will be made within three months. You will be accompanied at all stages by your personal Astons manager.


    Obtaining ikamet

    After reviewing the application and receiving a positive decision, the applicant receives a residence permit card. The courier will deliver it to your registered address in Turkey or to the nearest post office. The applicant is required to personally receive the residence permit, meeting the courier and presenting their passport.
