The European Commission has issued a positive technical assessment of Cyprus’ readiness to join the Schengen Area. According to the 60-page report, the country has fulfilled all the necessary requirements and there are no longer any technical obstacles to accession. The process now moves entirely into the political stage, with the final decision requiring unanimous approval from all EU member states.

Key highlights:

  • Cyprus has implemented more than 120 EU recommendations covering security, visa policy and data exchange.
  • Controls along the Green Line have been recognised as sufficient.
  • The presence of the British Sovereign Base Areas is no longer considered a technical obstacle.

The report also notes that:

  • Cyprus ranked third in the EU for return operations, carrying out 11,600 returns in 2025 compared with 1,000 in 2020.
  • The country has implemented all 42 recommendations relating to visa policy.
  • Testing of the new Visa Information System (VIS) has been successfully completed.
  • The Cyprus Police have been fully using the Schengen Information System (SIS) for approximately three years.

What Does This Mean for Investors?

If Cyprus joins the Schengen Area, its residence permits, including Permanent Residence by Investment, would effectively provide the same key travel benefit currently associated with the Greek Golden Visa — the ability to travel freely throughout the Schengen Area. This is one of the main advantages that the Cyprus Permanent Residence programme currently lacks.

Schengen accession is also expected to strengthen demand for Cypriot real estate, potentially providing an additional boost to the property market.

More Opportunities — But Also More Restrictions?

If Cyprus joins the Schengen Area, the program may evolve over time as the country aligns its investment migration framework with the broader Schengen and EU environment. While no changes have been announced, future eligibility criteria or application requirements could become more restrictive.

For this reason, the current period may represent an attractive opportunity to apply under the program’s existing rules. Whether Cyprus joins Schengen in one year or several years, the accession process is now clearly underway.
