Nauru is a tiny island nation in the Pacific Ocean, one of the smallest and least populated independent countries in the world. The country has an area of only 21 km². Nauru is located on an island of the same name in the western Pacific Ocean, close to the equator. The nearest neighbouring country is Kiribati. Nauru has no armed forces; Australia is responsible for its defence under a long-standing agreement

At the end of 2024, the government launched the Citizenship Programme for Economic Contribution and Climate Resilience based on Nauru’s Act 15.

The Nauru Citizenship by Investment Programme allows wealthy investors and their families to obtain a second citizenship for a non-refundable contribution to a government fund. The investment raised will be used to support national development goals, including the development of environmental initiatives and the improvement of public services and infrastructure.

The citizenship process takes only 3-4 months and there are no residency or visitation requirements.

How to Participate in the Nauru Program?

To obtain citizenship through the Nauru Citizenship Program, applicants are required to make a non-refundable contribution.

Non-refundable contribution to the Treasury Fund of $105,000

Single applicant – $105,000
Family of 2 – 4 members – $110,000
Family of 5 or more – $115,000
An additional sibling of the Principal Applicant or their spouse can be included for $15,000

The Application fee:

Single applicant – $25,000
Family of 2 – 4 members – $27,500
Family of 5 or more – $30,000

Due Diligence Fee:

Single applicant – $10,000
Family member aged over 17 – $7,500

Bank Due Diligence Fee and Transaction Charge:

Single applicant – $1,200
Family 2 – 4 members – $1,700
Family of 5 or more – $2,200

Passport Fee:

$500 per person

The principal applicant may also include dependents in the application, which may be:

Spouse
Children up to and including age 30, with adult children being unmarried and fully financially dependent on the principal applicant.
Financially dependent parents or grandparents 55 years of age or older
Siblings of any age or his/her spouse(s) if they are not and have never been married

To apply for citizenship under the Nauru Citizenship Program, the principal applicant must:

Be at least 18 years of age at the time of application.
Make or intend to make a contribution to a government fund.
Meet the requirements of the programme.

Preparing your citizenship application

The licensed agent of the program sends the application and the complete set of necessary documents for citizenship to the authorised office of the program.

Comprehensive legal and bank due diligence

The Government of Nauru will conduct a multi-level due diligence on the principal applicant (and all adult family members included in the application) to confirm eligibility. At this stage, the investor pays the application and due diligence fees and bank charges.

Receiving approval and making the investment

The Program Office sends a pre-approval letter – Approval in Principle Letter – to the agent.

The investor makes the investment and pays the passport fee within 30 days. Upon receipt of the payment, the Program Office initiates the processing of citizenship certificates and issuance of passports.

Issuance of citizenship certificate and passports

The applicant and family members receive Nauru passports.
