Vanuatu does not impose personal income, capital gains, wealth, inheritance or gift tax, while VAT is mostly set at 15%. To become a tax resident, an individual generally needs to spend more than 183 days a year in the country.
Holding a Vanuatu passport does not in itself change the holder’s tax status. Tax obligations depend on factors such as place of residence, sources of income and the laws of other relevant jurisdictions.
Entrepreneurs can establish an International Company (IBC) in Vanuatu to operate outside the country. This structure can be used for cross-border commercial and foreign-currency transactions, subject to applicable licensing, accounting and compliance requirements.
The standard annual registration fee for an IBC is $300. Registration options for 5, 10 or 20 years are also available. Companies are required to maintain financial records sufficient to demonstrate their financial position and transactions.
Vanuatu also has a separate international banking sector. The current register of the Reserve Bank of Vanuatu lists nine licensed international banks.
An IBC can be used by entrepreneurs working with overseas markets and counterparties. The specific legal and tax implications depend on the owner’s country of residence, the place where the business is managed and the applicable legislation.
Vanuatu’s program offers two routes with different financial structures.

Under the DSP, the contribution is $130,000 for a single applicant, $150,000 for a couple, $165,000 for a family of three and $180,000 for a family of four. Each additional family member requires a further $15,000 contribution.
The CIIP starts from $165,000 for up to four applicants. From the fifth family member, an additional $25,000 is required per person.
The main applicant must be at least 18 years old and meet the program’s financial and background requirements. The final list of supporting documents depends on the applicant’s circumstances, family composition and selected route.
Most stages can be completed remotely. Personal attendance is required for biometric enrolment, which is available at approved locations in Vanuatu, Dubai, Hong Kong and New Caledonia. Applicants therefore do not necessarily need to travel to Vanuatu.
Step 1 — Eligibility Assessment and Application Preparation

Step 2 — Application Submission and Government Decision

Under the standard procedure, 25% of the contribution is paid before the application is considered. Following approval by the Citizenship Commission, the applicant transfers the remaining 75%, with Astons coordinating the process.

Step 3 — Biometrics, Citizenship Oath and Passport Issuance
After the required contribution has been paid, Astons coordinates the remaining formalities, including biometric enrolment at an approved registration point in Vanuatu, Dubai, Hong Kong or New Caledonia. The team also arranges the citizenship oath, which may be completed remotely where permitted, and supports the applicants through the issuance of their citizenship documents.
Citizenship is granted for life, while the passport is valid for 10 years and can subsequently be renewed. Vanuatu permits dual citizenship, so applicants are not required under Vanuatu law to renounce their existing nationality.

The program allows the main applicant to obtain citizenship together with eligible relatives:
Family members included in the application undergo the required checks and receive Vanuatu citizenship upon approval.
There is no requirement for the family to establish permanent residence in Vanuatu. Citizenship remains valid regardless of where its holders choose to live, study or conduct business.
The status can also extend beyond the original application. Citizenship may be passed to future generations subject to the relevant registration requirements, providing a long-term nationality rather than a temporary immigration status that depends on regular renewal or physical presence.
Vanuatu’s membership of the Commonwealth can also provide eligible citizens with access to certain Commonwealth-funded academic and professional programs in the UK.
