Previously, employers had to provide a bank guarantee to cover deportation costs. This has been replaced by a court-certified affidavit confirming responsibility for the worker’s return airfare if deportation occurs.

The standard employment contract requires the employer to:

  • Open a bank account in the worker’s name and transfer the agreed salary monthly
  • Refrain from deducting costs related to flights, work permits, health insurance, or recruitment agency fees

A domestic worker cannot leave their employer without authorization. A Release Paper is required to seek employment elsewhere.

To obtain residence in Cyprus through the Startup Visa, an application to establish a startup must be submitted by email to the Ministry of Finance of Cyprus.

What documents are required?

  • Business plan
  • Brief CV of the applicant
  • Confirmation of knowledge of Greek or English, such as a diploma
  • Copy of a valid passport or other travel document

The Ministry of Finance of Cyprus reviews the application within an average of 5 weeks. The candidate may be invited for an in-person or online interview.

If the decision is positive, the applicant receives a “Notice of Initial Approval”, which grants the right to conduct business in Cyprus for 2 years from the date of issue. After that, within one month, the applicant must apply for a visa and pay the relevant fees.

Student Visa

 

Student visa documents are submitted after admission. They include the basic set of documents: educational certificates and exam results, proof of admission and tuition payment, proof of accommodation, health insurance, passport, and other documents.

Education on the island follows the British model but is significantly cheaper than in the UK.

To obtain an entry student visa, the following documents are required:

  • Copy of passport or other travel document valid for at least the expected duration of studies or at least two years
  • Parental consent if the student is a minor
  • Copy of police clearance certificate
  • Original medical examinations for Hepatitis B and C, HIV/AIDS, syphilis, and chest X-ray results issued no later than 4 months prior
  • Admission letter from the educational institution describing the program and duration of studies
  • Receipt confirming payment of registration fees to the educational institution
  • Copy of a confirmation letter from a bank in the country of residence confirming the ability to cover tuition and living expenses, or a confirmation letter awarding a scholarship
  • Completed application form M58

All documents must be translated into English or Greek and notarised.

Within 10 days from the date of entry into Cyprus, the student must apply for a residence permit and additionally provide:

  • Health insurance, if it is not provided by the educational institution
  • Confirmation from a local bank that sufficient funds have been transferred to the student’s account to cover expenses
  • Bank guarantee covering deportation expenses
  • Two photographs
  • Receipt confirming payment of fees in the amount of €34.17
  • Completed application form M61

Residence Permit for Researchers, Trainees, and Volunteers

Third-country nationals coming to the Republic for research work, volunteering, or training also have the right to obtain a residence permit.

In addition to the basic documents, an agreement with the host organisation is mandatory. It must describe the nature of the activity and specify the duration of stay.

Permanent Residence Permit

Cyprus has two main options for obtaining permanent residence.

The first is permanent residence for financially independent persons. It is suitable for those who can live in Cyprus using stable income from abroad and do not plan to work in the country. In official documents, this option is also known as Category F.

The second is fast-track permanent residence by investment, which is obtained through the purchase of real estate, investment in a Cypriot company, or investment funds.

Permanent Residence under Category F

Under Cypriot law, permanent residence in Cyprus may be obtained by foreigners who have high passive income sufficient to ensure a decent standard of living in Cyprus without the need to work.

To get permanent residence under Category F, applicants must confirm their income and provide a lease agreement or proof of property ownership.

The permit will be cancelled if the applicant is absent from Cyprus for 2 years.

The processing time for residence under Category F cannot currently be estimated. Applications are submitted as usual but are not processed until further notice from the immigration department.

Golden Visa — Fast-Track Permanent Residence

The accelerated program for obtaining permanent residence for third-country nationals through the purchase of real estate or investment is the fastest way to obtain an indefinite residence permit in Cyprus.

The residence permit is also granted to the applicant’s spouse, their minor children, and adult children up to the age of 25 if they are financially dependent on their parents and unmarried.

Golden Visa holders are not required to relocate to Cyprus. It is sufficient to visit the island at least once every two years.

To participate in the Fast-Track Permanent Residence program, a foreign national must invest at least €300,000 + VAT.

Investment options:

  • Residential property in Cyprus, new and purchased from a developer. The applicant must provide a title deed or sale agreement, demonstrate payment of at least €300,000 + VAT, and prove that the funds came from abroad
  • Commercial real estate, including offices, shops, hotels, and similar properties, both new and resale
  • Share capital of a Cypriot company operating in the Republic of Cyprus. The company must employ at least five people
  • Units of Cypriot collective investment funds, including AIF, AIFLNP, and RAIF

In addition to the investment, the applicant must confirm annual income of at least €50,000, plus:

  • €15,000 for the spouse
  • €10,000 for each minor child

 

If the investment is made in residential property, income sources must be located outside Cyprus. For other categories, all or part of the total income may come from sources in Cyprus.

A police clearance certificate is also required.

The applicant and spouse must confirm that they do not intend to work in Cyprus, except as directors in the company in which they have invested.

In the case of investments in residential or commercial real estate, as well as units of Cypriot collective investment funds, the applicant and/or spouse may be shareholders of companies registered in Cyprus and may also hold unpaid director positions.

If the investment is not connected with residential property, information on the applicant’s place of residence in Cyprus must be provided.

The processing time for permanent residence is from 8 months.

  • VAT at 19%, or reduced VAT at 5% when purchasing a primary residence
  • Residential property registration fee — €500
